An Authorized Person is appointed by the owner of the building works, not by the Society. The full public register is kept by the Buildings Department, and a client can appoint from it directly.

The full list of Authorized Persons can be found on the Buildings Department website, on the registers search page. A client may appoint an Authorized Person directly from that register.

Under section 4 of the Buildings Ordinance, an Authorized Person is the person appointed to co-ordinate building works. That appointment carries four responsibilities the public will recognise.
Co-ordinating the works
Before building works may start, the owner must appoint an Authorized Person to co-ordinate them. A registered structural engineer and a registered geotechnical engineer are appointed alongside where the structural and geotechnical elements require it.
Supervising and inspecting
The Authorized Person must supervise the works in accordance with the approved plans, the regulations and the supervision plan, and must make the periodic inspections the regulations require. Any contravention that would result in work departing from an approved plan must be notified to the Building Authority.
Certifying completion
Within 14 days of completion, the Authorized Person must certify to the Building Authority that the new building has been erected in accordance with the Ordinance, the regulations and the approved plans, and that it is, in the Authorized Person's opinion, structurally safe. Occupation of the building follows the issue of an occupation permit.
Personal responsibility
The appointment is personal. An Authorized Person must not permit the use of defective or non-compliant materials, must not allow the works to diverge materially from the approved plans, and must not knowingly misrepresent a material fact in any plan, certificate, form or notice. Under the Ordinance this carries a fine of up to $1,000,000 and imprisonment of up to three years.
